First Aid Rules for Childcare Educators in Tasmania

Tasmania's early childhood education and care services operate under the same National Quality Framework and Education and Care Services National Law as the rest of the country, administered locally by the Department for Education, Children and Young People (DECYP) as the state regulatory authority. The first aid requirement is set nationally, but it's DECYP's authorised officers who check compliance during a Hobart service visit.

Who needs HLTAID012

The Education and Care Services National Regulations require at least one educator holding current HLTAID012 – Provide First Aid in an Education and Care Setting (plus current asthma and anaphylaxis management training) to be in attendance at all times children are being cared for — not just on-site somewhere in the building, but actually present with the children. For services running before- and after-school care or holiday programs, that same rule applies for every session, not just core hours.

What DECYP actually checks

During assessment and rating visits, and unannounced spot-checks, officers typically confirm:

• Certificates are current — HLTAID012 doesn't expire on a fixed date in the regulations, but CBD College and most providers treat it as due for renewal every 3 years, matching HLTAID011, with annual CPR practice in between
• The rostered first-aid-qualified educator is genuinely rostered on for every session, including early drop-off and late pickup
• Anaphylaxis and asthma management training is current for relevant staff, not just first aid
• Incident, injury, trauma and illness records are being kept as required

Family day care is treated differently

Tasmanian family day care educators — caring for children in a home setting rather than a centre — must individually hold current first aid, asthma and anaphylaxis qualifications themselves, since there's no team of colleagues to rely on if something goes wrong. Coordinators checking educator compliance is a standard part of a Tasmanian family day care service's own quality assurance.
