Workplace First Aid Requirements in Tasmania: What Hobart Employers Need to Know

Unlike Victoria and Western Australia, Tasmania adopted the national model Work Health and Safety laws — the Work Health and Safety Act 2012 (Tas) and its Regulations, administered by WorkSafe Tasmania. First aid duties sit under the model Code of Practice: First Aid in the Workplace, the same framework used in NSW, Queensland and the ACT — so if you've operated a business interstate, the Tasmanian rules will feel familiar.

The core duty

Under the WHS Regulations, a person conducting a business or undertaking (PCBU) must provide first aid equipment, and ensure workers have access to that equipment and to trained first aiders or an adequate first aid facility. WorkSafe Tasmania treats the model Code as the benchmark for compliance — following it is the straightforward path; departing from it means you need another way to show your arrangements are just as effective.

How many first aiders does a Hobart business need?

The Code's starting ratio for low-risk workplaces (offices, retail, hospitality — a lot of Hobart's CBD and waterfront economy) is one first aider per 10–50 workers. High-risk workplaces — including Tasmania's forestry, fishing and seafood processing, construction and manufacturing sectors — should aim for one first aider per 25 workers, positioned so help is close at hand.

Two things Tasmanian employers commonly get wrong:

Seasonal and shift gaps. Hobart's hospitality and tourism trade swings hard with the summer/MONA/festival season — casual and seasonal staff need the same first aid coverage as permanent employees, not an afterthought.
Remote and regional sites. If your workplace is more than a short distance from emergency services (common outside greater Hobart), the Code expects a higher level of first aid preparedness, not the CBD-standard minimum.

What training counts

WorkSafe Tasmania expects first aiders to hold a qualification issued by a Registered Training Organisation — in practice HLTAID011 Provide First Aid, renewed every 3 years, with an annual CPR (HLTAID009) refresher in between. Workplace-run or informal instruction doesn't meet the standard.

Kits and facilities

The Code sets out minimum first aid kit contents by workplace size and risk, and requires kits to be regularly checked, clearly signed and genuinely accessible — not locked in an office no one can reach after hours. Higher-risk and larger sites should also consider a dedicated first aid room and, increasingly, an on-site defibrillator (AED).
